Toggl Track is the anti-surveillance time tracker — and that’s its entire thesis. There are no screenshots, no GPS, no keystroke logging, by design. What you get instead is the fastest, most pleasant tracking experience on the market and reporting that’s genuinely useful for understanding where time goes. For autonomous teams built on trust, it’s close to ideal.

What you get

  • One-click and background tracking that stays out of your way.
  • Strong reporting — slice billable vs non-billable, by project, client, team member and tag.
  • Billable rates on paid plans for accurate client accounting.
  • Wide integrations via browser extensions and a well-documented API.
  • No monitoring features at all — a feature, not a gap, for the right buyer.

Pricing breakdown

  • Free — up to 5 users, unlimited tracking and projects.
  • Starter — around $9/user/mo, adds billable rates, project estimates and richer reporting.
  • Premium — roughly $18–20/user/mo, adds team scheduling, fixed-fee projects and admin controls.

The honest trade-off

Toggl’s refusal to monitor is liberating for some teams and disqualifying for others. If your business model requires screenshots as billing evidence, Toggl simply won’t do it — that’s Time Doctor or Hubstaff territory. And the missing invoicing means freelancers will bolt on a second tool. Neither is a flaw, exactly; they’re the cost of staying focused and clean.

Who it’s for

  • A strong fit for: privacy-first companies, autonomous knowledge teams, agencies that bill on trust, and freelancers who value a frictionless timer.
  • A poor fit for: managers who need surveillance-grade proof of work, and teams wanting tracking + invoicing in one place.

Verdict

Toggl Track is our highest-rated tracker at 4.5/5 because it does the core job beautifully and respects the people using it. Dock it only if you need monitoring or built-in invoicing — for everyone else, this is the one people won’t quietly abandon after a month.

What we like

  • No surveillance by design — no screenshots, GPS or keystroke logging
  • Genuinely free for up to 5 users
  • Clean, fast UI that people actually keep using
  • Strong, flexible reporting for billable hours and project insight

Where it falls short

  • No invoicing built in — you'll need a separate billing tool
  • No proof-of-work monitoring, so it won't satisfy surveillance-minded managers
  • Premium pricing climbs once you need advanced features

Frequently asked questions

Is Toggl Track really free?
Yes — the free plan covers up to 5 users with unlimited tracking and projects. Paid tiers (Starter around $9/user/mo, Premium roughly $18–20) add reporting, billable rates and admin controls.
Does Toggl Track take screenshots or track location?
No. Toggl Track deliberately omits screenshots, GPS and keystroke logging. It's built for trust-based teams, which is exactly why privacy-conscious companies choose it.
Can Toggl Track send invoices?
Not directly — invoicing isn't built in. You can export billable hours and bill through a dedicated invoicing tool. If you need native invoicing, Clockify's paid tier includes it.
Toggl Track or Clockify?
Toggl has the cleaner UX and stronger reporting; Clockify is free for unlimited users and includes invoicing on paid plans. See our Toggl vs Clockify comparison.
